1. Meeting called to order by Mayor Nathan A. Kilton.
2. Invocation by Pastor Larry Sykes, St. Luke Missionary Baptist Church followed by the Pledge of Allegiance to the Flag.
3. Recognitions:
- 23-167 Presentation of a proclamation recognizing 2022 Little Miss Plant City Queen and Court.
4. Public Comments: Excluding any matter which is (a) scheduled for any legislative public hearing on this agenda; or (b) the subject of any quasi-judicial hearing scheduled or to be scheduled before the City Commission.
5. Consent Agenda: Items listed on the consent agenda are considered routine and will be adopted by one motion. The City Commission does not discuss the items on the consent agenda unless discussion is requested by a member of the Commission, City Manager or City Attorney. If so requested, that item will be removed from the consent agenda and will be considered separately.
- 23-163 Resolution approving minutes of Regular Meeting held March 13, 2023.
- 23-149 Resolution accepting the amendment to the existing utility easement from Wal-Mart Stores East, LP.
- 23-165 Resolution accepting subordination agreement with Florida Department of Transportation (FDOT) for utility easement (Instrument# 2021186349) in S. Frontage Road.
6. Reports of Officers, Boards and Committees:

- 23-168 Resolution approving Letter of Intent and Access and Inpsection Agreement with the School Board of Hillsborough County.
- 23-145 Resolution authorizing the City Manager to renew the City's contract with Ad-Vance Talent Solutions, Inc. for employee recruitment services.
- 23-143 Resolution approving agreement with James Bartlett, M.D. to serve as Medical Director for the City.
- 23-146 Resolution authorizing the City Manager to execute an Engineering Work Order with WSP USA Environment & Infrastructure, Inc., for the design of the new Rowena Mays Athletic Park.
McIntosh Integrated Water Management and Indirect Potable Presentation:
- 23-161 Resolution approving Amendment No. 2 to State Grant Agreement LPA0038 relating to McIntosh Preserve Portable Reuse.
- 23-127 Resolution authorizing the City Manager to execute an engineering work order modification for McIntosh Park Integrated Management Plan Indirect Potable Reuse Project.
- 23-113 Resolution authorizing the City Manager to execute an extension of lease agreement for Potable Reuse Pilot Program.
- 23-164 Resolution approving an amendment to the budget for fiscal year ending September 30, 2023.
- 23-160 Resolution approving an amendment to the CIP budget for fiscal year ending September 30, 2023 and the next four years.

7. Legislative Public Hearings:
- 23-166 Public hearing on an ordinance amending Chapter 2, Plant City Code, regarding Safety Employee Retirement System.
8. Quasi-Judicial Public Hearings:
- 23-147 Quasi-judicial public hearing for a final plat entitled North Park Isle Phase 2C, 3B &4 and waiver request. (PB-2022-24)
- 23-148 Quasi-judicial public hearing on an ordinance rezoning .86± acres located at 302 N Dort Street. (PB-2022-42)

The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the City Commission and do not necessarily represent the religious beliefs or views of the City Commission in part or as a whole. No one is required to attend or participate in the invocation and such decision will have no impact on their right to participate actively in the business of the City Commission. Copies of the policy governing invocations and setting forth the procedure to have a volunteer deliver an invocation are available upon written request submitted to the City Clerk.
