NOTICE OF PUBLIC HEARING
AND
BUSINESS IMPACT ESTIMATE
The City of Plant City, Florida proposes to adopt the following ordinance:
AN ORDINANCE OF THE CITY OF PLANT CITY, FLORIDA, AMENDING SECTION 102-491, PLANT CITY CODE, REGARDING TATTOO ESTABLISHMENTS WITHIN THE DOWNTOWN CORE; PROVIDING FOR PENALTIES; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
The City Commission will hold two public hearings on the proposed ordinance in the City Commission Chambers of the Nettie Berry Draughon Municipal Building, 302 West Reynolds Street (City Hall), Plant City, Florida, on January 27, 2025 at 7:30 p.m., and February 10, 2025 at 7:30 p.m., or as soon thereafter as the matter may be heard, at which time interested parties and members of the public may appear to be heard with respect to the proposed ordinance.
If anyone is planning on presenting a PowerPoint (or other similar) presentation to the City Commission, the person is responsible for coordinating with the City Clerk in advance. At least 48 hours is recommended. Under no circumstances shall the City allow a presentation from any media source (including flash drive and disc) to be presented from a City computer without the City staff having a reasonable opportunity to virus check the presentation.
All persons are advised that if a person decides to appeal any decision made by the City Commission with respect to any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
In accordance with the Americans with Disabilities Act, any person with a disability requiring reasonable accommodation in order to participate in this meeting should call the City Clerk at (813) 659-4200 at least 48 hours prior to the public hearing.
The proposed ordinance may be inspected by the public at the offices of the City Clerk at the Nettie Berry Draughon Municipal Building, 302 West Reynolds Street, Plant City, Florida.

AN ORDINANCE OF THE CITY OF PLANT CITY FLORIDA VACATING A PORTION OF UTILITY EASEMENT LOCATED WITHIN SECTIONS 27 AND 34, TOWNSHIP 28 SOUTH, RANGE 22 EAST, HILLSBOROUGH COUNTY, FLORIDA.
This Business Impact Estimate is provided in accordance with section 166.041(4), Florida Statutes. If one or more boxes are checked below, this means the City of Plant City (the "City") is of the view that a business impact estimate is not required by state law1 for the proposed ordinance, but the City is, nevertheless providing this Business Impact Estimate as a courtesy and to avoid any procedural issues that could impact the enactment of the proposed ordinance. This Business Impact Estimate may be revised following its initial posting.

d. Section 533.73, Florida Statutes, relating to the Florida Building Code; or
e. Section 633.202, Florida Statutes, relating to the Florida Fire Prevention Code.
In accordance with the provisions of controlling law, even notwithstanding the fact that, an exemption noted above may apply, the City hereby publishes the following information:
1. Summary of the proposed ordinance (must include statement of the public purpose, such as serving the public health, safety, morals, and welfare):
Ordinance 2-2025 would amend the City’s C-1A zoning district regulations in the Plant City Code to update the Code to allow two tattoo establishments in the downtown core where they are currently prohibited. Serves public purpose to amend the code which regulates the allowable uses in the Downtown Core.
2. An estimate of the direct economic impact of the proposed ordinance on private, for-profit
businesses in the City, if any:
(a) An estimate of direct compliance costs that businesses may reasonably incur;
(b) Any new charge or fee imposed by the proposed ordinance, or for which businesses will be financially responsible; and
(c) An estimate of the City regulatory costs, including estimated revenues from any new charges or fees to cover such costs.
(a) The adoption of Ordinance 2-2025 does not impose any direct compliance costs on any businesses.
(b) The Ordinance does not impose any new charge or fee for which businesses will be financially responsible.
(c) The Ordinance imposes no regulatory costs.
3. Good faith estimate of the number of businesses likely to be impacted by the proposed ordinance:
This would not impact existing businesses.
