Former Walden Lake Golf Course Updates

September 13, 2024
Code Enforcement staff met maintenance contractor, Roosters Restoration, onsite of former tennis courts. In this on site meeting, a map of the property was given to the contractor. The map consisted of the areas of the property that was to be maintained to the height of 10 inches within 200 feet of a structure or roadway. In the meeting the discussion of the tennis court fencing, tennis court deteriorating buildings , unsecured maintenance buildings, dead/ diseased trees, illegal dumping on the property, and overgrown vegetations of the overall property was the topic of conversation. As discussions progressed it was agreed that adding dark fabric fencing around the tennis courts, and pool area would make the area more presentable. Code Enforcement staff gave a verbal warning of 60 days to secure the licensed and insured contractors needed in place to gain compliance.
November 20, 2024
Code Enforcement staff followed up with Walden Lake LLC representatives and was informed that as of December 1, 2024 they are changing maintenance contractors. The new contractor in place is CLC Total Care Landscaping Services. The Walden Lake LLC representative and maintenance contractor will work out a plan and will begin working on the issues as soon as the contract begins.
Week of December 1-7 , 2024
CLC Total Care Landscaping Services begins the maintenance contract. CLC began mowing the former golf course on December 2, 2024. Mowing is expected to occur until each area has been mowed. The mowing will continue on a regular basis.
No other information was given on the other items in question.
January 06, 2025
Code Enforcement Staff issued a Notice of Violation for failure to gain compliance and has set a deadline of February 06, 2025. The following list are each violation that are not in compliance:
1. City of Plant City Code Ordinance Section: 30-62 Public Nuisances:
(a) -The existence of weeds, grass, undergrowth or other plant material to a height exceeding ten inches upon any lot, tract or parcel of land, improved or unimproved, within 200 feet of any building, structure, recreational area or street right-of—way. This section shall not apply to (a) agricultural properties where the vegetative growth supports the agricultural use on the property; (b) vegetation which is protected by local, state or federal laws or regulations and is being maintained in accordance with said laws or regulations; and (c) permitted stormwater management systems operated and maintained in accordance with its permit and applicable regulations.
(c) City of Plant City Code Ordinance Section 30-1 07, Plant City Code, regarding the storage of garbage, refuse and/or rubbish on private property. Sec. 30-107. - Owner, tenant or other person in control, to maintain premises free of garbage, refuse and/or rubbish. The owner, tenant or other person in control of any private property shall at all times maintain the premises free of garbage, refuse and/or rubbish; provided, however, that this Section shall not prohibit the storage of garbage, refuse and/or rubbish in authorized private receptacles for collection.
(d) Dead or diseased trees upon any Iot, tract or parcel of land, improved or unimproved is prohibited.
2. City of Plant City Code Ordinance Section: 30-165 Graffiti as nuisance.
(a)The existence of graffiti on public or private property in violation of this article is expressly declared to be a public nuisance and, therefore, is subject to the removal and abatement provisions specified in this article. (b)lt is the duty of both the owner of the property to which the graffiti has been applied and any person who may be in possession or who has the right to possess such property to at all times keep the property clear of graffiti.
3. City of Plant City Code Ordinance 78-900 - Section 304.7 Roofs and Drainage. The roof and flashing shall be sound, tight and not have defects that admit rain. Roof drainage shall be adequate to prevent dampness or deterioration in the walls or interior portion of the structure. Roof drains, gutters and downspouts shall be maintained in good repair and free from obstructions. Roof water shall not be discharged in a manner that creates a public nuisance.
4. City of Plant City Code Ordinance Section 301.3 Vacant Structures and land. All vacant structures and premises thereof or vacant land shall be maintained in a clean, safe, secure and sanitary condition as provided herein so as not to cause a blighting problem or adversely affect the public health or safety.
5. City of Plant City Code Ordinance Section 304.1 2 Handrails and guards. Every handrail and guard shall be firmly fastened and capable of supporting normally imposed loads and shall be maintained in good condition.
In the event compliance is not achieved by the date of February 6, 2025, without a request for an extension , Code Enforcement staff will progress the case forward to the Code Enforcement Board.
The City highly recommends that residents do not trespass on the former golf course or former clubhouse property. Walden Lake LLC has an active trespass agreement with the Plant City Police Department and has requested that anyone found trespassing be arrested.
