REGULAR MEETING OF THE PLANNING BOARD

Wednesday, July 22, 2020 at 8:30 A.M.

(This meeting will not be hosted virtually) 

PLEASE BE ADVISED that to prevent the spread of COVID-19 and to aid in the response to the COVID-19 public health emergency, all persons attending the public meeting will be required to sign in, to answer questions regarding potential exposure to COVID-19 within the past 14 days, to submit to temperature screening, and shall either wear face coverings or other cloth or material covering the nose and mouth and comply with all social distancing guidelines. Violations of these requirements may result in removal from the meeting. Any person found to have a temperature of 100.4° or higher will be asked to leave.


AGENDA

1.   Call Meeting to Order.

2.  Approval of Minutes for June 24, 2020.

3.  Public Comments:    Public comments will be allowed in person.  All public comments must be germane to matters within the authority of the Planning Board and exclude matters which are subject to any Quasi-Judicial hearing scheduled or to be scheduled before the Planning Board.

4.  Swearing in of staff and speakers.

5.  Quasi-Judicial Matters:

(a) PB-2020-13 North Park Isle CDD Expansion: A petition to expand the current boundaries of the existing North Park Isle Community Development District from 360± acres to 523.49± acres, an increase of 163.49± acres. The North Park Isle project is located north of East Sam Allen Road.

(b) PB-2020-15 Varrea South CDD:  A petition to establish the Varrea South Community Development District, for 436.62± acres located south of Midway Road, west of Charlie Taylor Road, north of Interstate 4, and east of North Wilder Road. 

(c) PB-2020-09 Wilder Meadows Final Plat: A final plat for Wilder Meadows Subdivision creating a 24-lot single-family residential subdivision within the R-1 zoning district.  This plat is located at 505 N. Wilder Road.

(d) PB-2020-19 Faith Christian Academy Special Approval:  A special approval to allow a K-12 private school within the R-2 zoning district.  The site is located on the south side of W. Reynolds Street at Eunice Street west of Pevetty Drive.

SPEAKING LIMITATIONS:  At the public hearing, the applicant (including their agents and representatives), the City (including staff and consultants) and any other governmental agency (including staff and consultants) shall be allowed five (5) minutes. All other speakers shall be limited to three (3) minutes. In the event speaker(s) request additional time the determination of the amount of time to be allowed shall be at the discretion of the Chair.

For quasi-judicial hearings, the Chair of the Planning Board (“Chair”) shall determine the time allowed for all Party-Intervenors (including their agents and representatives).If any person wishes to be a Party-Intervenor, the person shall request the Chair to intervene at least seven (7) days prior to the public hearing and include with the request: (a) a detailed outline of their interest in the application and argument in favor or against it; and (b) the amount of time required for the Party-intervenor’s presentation, and the justification for the time required. Notwithstanding, upon proper showing, the Chair shall have the discretion, even without a prior request, to grant Party-Intervenor status at the public hearing.

If anyone is planning on presenting a PowerPoint (or other similar) presentation to the Planning Board, the person is responsible for coordinating with the City planning staff in advance.  At least 48 hours is recommended.  Under no circumstances shall the City allow a presentation from any media source (including flash drive and disc) to be presented from a City computer without the City staff having a reasonable opportunity to virus check the presentation.

VERBATIM TRANSCRIPT MAY BE REQUIRED TO APPEAL:  Any person deciding to appeal any decision made by the Planning Board, with respect to any matter considered at such meeting, will need a record of that proceeding, and for such purpose, may need to ensure that a verbatim record be made which record includes the testimony and evidence upon which the appeal is to be made.
