A customer will be entitled to interest earned on the deposit based on an average of interest earned. Annually a credit for interest earned shall be placed on the customer’s first billing in October. Upon termination of all services, a customer shall be entitled to the return of the deposit, plus interest earned, less any outstanding obligation due to the city for utility services. Any customer whose service is discontinued due to delinquency for a second time within a twelve-month period shall be required to increase their current deposit.
