Overview of the New Billing System

Coming June 2015
City of Plant City Utility Billing Department will implement a new software billing system, Munis, on June 1st. The new system will be used for all billing and processing of payments.

For your convenience, we have enclosed a flyer entitled “Your bill has a new look!” which takes you on a tour of your new bill. Please take a moment to review.

On June 8, 2015 we will implement a new secure, user friendly online payment system, Paymentus, which will be available to our customers 24 hours per day. Online features will include:
  • Capability to pay by credit card
  • Debit card and e-checks
  • Real time payment confirmation
  • Current balance
  • Consumption history
  • Past billing statements
  • The ability to register for e-billing
The new system offers a “Pay Now” feature that allows for quick payment without having to register an account. Our new system also offers Interactive Voice Recognition (IVR) which allows payment over the phone.

On May 24, 2015 at 11:59 p.m., the City of Plant City will discontinue its current online bill pay service due to the conversion to the new software billing system. The new online payment service will be activated June 8, 2015. Effective June 8, 2015, all credit card payments over the phone will be processed through the IVR. In addition, the City will not be able to accept credit cards in person from Tuesday, May 26, 2015 through Friday, June 5, 2015.

Customers that are currently receiving e-bills will receive both a paper statement and an email statement with the new software system. Effective September 1, 2015, bills will be delivered by either email or a paper statement, whichever the customer chooses. We request that all customers complete the customer update form enclosed with this letter and return it by August 21, 2015.

Will my Customer Number change?

How can I retrieve the New Customer Number before my first bill in Munis?
On June 8, 2015, for your convenience, on the main page of the City’s website, click on the “Online Bill Pay” link to be redirected to our online account number crosswalk. The crosswalk will provide you with a new customer number and new account number which are both required in order to access the online payment system.

You will be asked to provide your full name as it appears on your current bill and your old account number.

What will happen when I send an email?
A Customer Service Representative will respond to your inquiry regarding our new system, your new customer number or any other questions relating to utility billing.

Can I make my payment for my last bill from the old system using the old account number?
Yes and No. Yes, if your payment is processed at our Utility Billing location in City Hall. No, if your payment is processed online. Paymentus (online payment service provider) will require the new customer number. Please access our account number crosswalk on our website or contact the Help Desk at 813-659-4222 for your new customer number.

What are the payment options with the new system?

How do I register for Online Payments or Electronic Checking?
Visit us online and choose the “Paymentus” logo.

When will the old system end and the new system begin?
The existing online payment services will be discontinued on May 24, 2015 at 11:59 p.m. In addition, the City will not be able to accept credit card payments in person, or by phone from 2 p.m., Friday, May 22, 2015, through Friday, June 5, 2015. Effective June 8, 2015, all credit card payments normally processed over the phone will be processed by the new Payment us Interactive Voice Response System (IVR).

Can I make an Online Payment?
Yes, Paymentus has a “Pay Now” feature that allows you to make a one-time payment without registration. Also, there are other enhancements such as the ability to review your current balance, consumption history, past billing statements and real time confirmation. You will need to be registered with
Paymentus in order to access these enhancements. Visa, MasterCard, and Discover credit or debit cards, as well as e-checks, will be accepted for payment processing beginning June 8, 2015.

Can I register for E-Billing or Paperless Billing?
Yes, on the website through Paymentus on or after June 8, 2015.

If I register for Paperless Billing will I continue to receive a paper bill by mail?
No, you will not receive a paper bill.

What happens if I change my email address and I am registered for Paperless Billing?

You must update your account on the website.

What are the benefits of Paperless Billing?
The Customer can receive the bill as soon as it is processed. You can view it from any computer or electronic device with internet access at your convenience.

Saves trees and reduces waste.

How do I sign up for Paperless Billing?

When will paperless billing service become available to the public?

What should I do if I notice an unexplained charge or credit on my bill?
